Carlos,
I used the recommended 1/4" x .028 4130N tube as my bushing material so I can't
help you if you were looking for an alternate material. I am writing to comment
on your 1/4" vs. 3/16" hole sizes question. Look at both the rudder and fuselage
rear member drawings at the same time. Where the bushing goes through
the hinge middle piece, it is drilled to 1/4". Where the bushing stops up against
either side, which clamps the bushing, it is drilled to 3/16" so only the
AN3 bolt passes through. The entire hinge is split up between the two drawings
so looking at both should make it plain to see.

The round stop plate doesn't sit flat on the shelf. It seems like this is going
to cause issues keeping the rudder centered.
What has everyone done to resolve this?

nourice) this is a small tank who the 2 wing tanks are coming thogheter
and then whit one hose gho tho thegascolater inside the 701

I saw an older XL and observed the nose gear column extended several
inches above the firewall shelf. This means the stop on the end of the
column never gets near the shelf.
On mine, the round stop plate did indeed hit the shelf and this
prevented the pins from fully engaging the v-block at the bottom of the
nose gear column. I was able to fix this by adding an additional nylon
spacer between the steel tube and the aluminum stop plate. My total
addition was only about 1/8 inch.

When in flight, my top stop plate will always rub on the shelf. I guess you are
saying I should make spacers to provide clearance? I never thought of a spacer
but that would solve the problem.
In Craig's link above, you can see the plate on page 7 of the guide.
I think many people with rudder centering issues and hard pedal force are probably
experiencing what I am but don't think about the nose gear being fully extended
in flight.

The rudder cable tension will increase with no weight on the nose-wheel because
of the geometry of the firewall. Set your rudder cable tension with no weight
on the nose wheel. I had a fairly high rudder force until I realized that the
eighth inch of compression of the nose-wheel bungee was reducing the cable tension
by a 33% or so.
