Steve:
The simple wire antenna works well. All it requires is Facing to earth,
and a ground-plane. The more expensive blade type does no better. And
they are not any lower drag - mater of fact they are higher drag for our
planes.
Your placement is OK, I would prefer something a bit further away from the
brake cylinders so you do not have to deal with the antenna connection
while working on the brakes AND so brake fluid does not work its way to the
COAX and connector.
Unless you bring the plane to an avionics shop the only way to get
conformation on your xponder & Alt encoder is to talk to ATC.

Putting the transponder antenna on the belly behind the seats as worked
well for me. One wants to avoid a "blind" area from the main gear as much
as possible (but one is transmitting downwards and not just sideways).
Personally, I'm much more interested in how an instrument is actually
working than a bunch of certification details. At a not-too-busy airport,
and at a "quiet" time, tower people have ALWAYS been willing to help me
with telling me my transponder height. When I was having occasional
serious noise on my ICOM radio transmissions and receptions (occasional is
the worst kind because you don't have a constant signal to work with; it
turned out to be noise put onto the power bus by the Becker transponder
power supply - the cure was a good noise filter on the power input to the
ICOM), again the tower people were ALWAYS willing to tell me what they
were hearing. These guys have invariably been helpful.

Hello Sabrina:
I am not sure if the TCAS would work or be accurate enough. The
TCAS ignores signals that are too close and intrepids them as your own.
You many have to be 0.1 of a Mile away (528 Ft) or 0.1 NM (607 Ft). The
readout on the unit has a resolution of only +/-100 Ft. BUT! It would
be interesting to try.
