    This looks like a centrifugal clutch and I'd doubt the parts could be found anymore unless from someone's spare engine. NSI isn't making parts anymore. You might want to look into another kind of redrive. I would seriously doubt that NSI manufactured this part from scratch; there are too many existing standard parts that do the job and machining the little sprags and hardening them properly themselves would be uneconomical.     One more thing -- I suspect the part you showed us fits into a pair of races -- sort of like a ball bearing; an inner and outer ring. And I suspect these rings are made by the manufacturer also, not by NSI. It would help in identifying the part if you sent a picture and dimensions of these rings too.
