Hi Raymond,
I learned this lesson the hard way. You can learn from my mistake.
There are two distinct kinds of DARS - manufacturing DARS and
maintenance DARS. Either one can inspect your E-AB plane and issue an
airworthiness certificate, but at least where I live (Washington state)
there is a huge difference in how much it will cost you and how long it
will take to schedule your inspection.
Each MIDO has a list of manufacturing DARS reporting to them. Each FSDO
has maintenance DARs that report to them. So you contact your local
MIDO to find a manufacturing DAR and FSDO to find a maintenance DAR.
Now the punchline - you want a maintenance DAR. Mine charged $300 and
showed up in a couple of days. The manufacturing DARs I contacted
wanted a minimum of $1600 and about 6 months to schedule a visit.

Randy,
I'm building an XL and all I have to refer to are the upgrade plans. The Aileron
Rod Hole doubler 6ZU1-8 is made of 0.032 and measures 230 mm long. The hole
for the push rod is 38 mm. The doubler is sized so that the bottom edge is bent
to conform to the lower edge of the spar (72) and the top edge lies under
the 0.040 angle that runs the full length of the spar.
I don't know if the 650 is any different in this area so take it for what it's
worth.
