When faced with similar "flat sided" holes I've drilled the round hole and then backed it with a plate with a rectangular hole whose smaller dimension is the distance between the two flats and the longer dimension being the diameter of the round hole. You can also just mark the dimension on your panel and cut up to the edge with a series of smaller holes and some work with a fine file. But this is tedious and error-prone.
