Why was this letter put out? Was it a result of some test related to the flutter?

The flap stop was added to the plans sometime between '02 and '05. Because of that
there are flying 601XLs without the stop. Planes both with and without it
were tested during the GVT. The one with itperformedd better in the GVT. Which
should not be a surprise to anyone.
