Scales will be provided to measure the weight of the paperwork =2C which must equal or exceed 1320 pounds before flight. No fair using car dboard for pages."     >From the first paragraph: "Use this inspection check list before flying your aircraft for the first time, when performing a major inspection (annual) or when reassembling the aircraft, after performing major alterations or repairs or in the event that you purchased the aircraft, after a hard landing, after exceeding the airframe design limitations, etc." They are attempting to help you go over your airplane after some major change. I regard their document as a great service.
