I used 1/8" birch ply-wood; The stuff used under vinyl flooring. I riveted a strip
of aluminum angle horizontally a few inches below the top and bent that around
the top edge of the baggage shelf support. The seat back cushion is velcroed
to the wood. There are no fasteners holding the wood in place, just gravity.
I can just lift up on the seat back to disengage the aluminum angle from the
shelf support and fold it forward to access the area behind the seat.

1/4" Luan in the seat back cushion, just fits in the seat cover and is zippered into the cushion. Industrial Velcro holds things in place. Followed http://www.seatfoam.com/index.html guidance in carving the foams up. Pretty sure I purchased the foam from them also. Not cheap but very comfortable on long flights.

I think you'll find the aluminum to be a bit too flexible. I used some
3/16" underlayment plywood from Lowe's, (nice looking grain) 22" wide,
and about 19" long, and fabricated tops to go over the seatback top.
Easily removable, and nice and strong.
