Thanks Craig,
By looking at the drawings, it would seem that structurally it shouldn't matter
which way they face. But the drawings DO specify which way they should go.
I did call Zenair, but about something else. That was 3 weeks ago and still no
reply. It is the holidays however and they ran and grabbed a -640 specialist
to answer my questions. I didn't ask about the flaps because I hadn't realized
the problem at that point. I am ready to install the ribs into the right flap.
Everything is pretty straightforward. I'm just being cautious about the hinges.
I'm not happy with the way they ended up on the stabilator trim tabs. I want
these to be better, but don't yet have a good method for doing it.

I think I had a similar problem with my trim tabs. I put in the specified shim,
(actually mine was just a tad thicker) between hinge and tab skin. But the travel
on the tab side seemed a bit cramped, due to the spring back of the tab skin.
