So I finally spotted the definitive answer for the flap rib orientation question.
DWG 640-A-5 R3 Flap rib table. Ribs 1 and 7 show 1R, 1L in the # reqd column.
Ribs 2 thru 6 only show a number, no RL reference. I doesn't matter where they
point.
