My wife informs me the correct term is "netting shuttles".

Isn't it the device where one spools the yarn used for making the net?
If it is, it probably received that name because it gets thrown form one
side to another during the process.

I presume what you are interesting in doing in making a net, IIRC, netting
is the correct verb.
I used to have a book on how to net, and many years ago I made a few small
nets. They make great shopping bags.
The net shuttle is just a handy device to hold a nice quantity of string
(or whatever you are making the net from) while you maneuver the string and
tie the knots to make up the net.
I made some shuttles out of plastic (like the sides of an empty antifreeze
jug) similar to the ones shown in Carlos' link. The plastic wasn't stiff
enough and they didn't work very well. I had better luck making them out of
coat hanger wire, something like the attached dwg. Size is somewhat
arbitrary, depending on the thickness of the string and the size of the
mesh and the net dimensions.

NET SHUTTLE SET

are used to store and dispense the twine as it woven through the net and
