Sometimes the simplest fixes are the hardest to find. Never thought to withdraw
the inner cable before cutting the heavy outer sheath. The parrot beak
cutter on my nicopress did a great job cutting the heavy outer sheath.

I use a dremel tool with a little cut off cutting thing.

I just drew the center wire out, cut in vise at slight angle then filed.
Then put the center wire in and cut that to length.
