Hello,
I just installed a new bungee and the nose gear is about 1" from the stop when
on the ground (at the stop when the nose is lifted off the ground).
Is this normal? Or should the bungee hold the nose gear against the stop all the
time except for rolling on bumpy ground or a landing.

What you have is normal. Being against the stop makes the steering a little stiff.
