For a 1/4 wave antenna in the VHF Airband (118.0-136.0 MHz) about 20" will put you in the middle of the spectrum (127.0 MHz).

I'm by no means an expert on fuel, however I would have no reservations about using 87 instead of 91 OCT as long as I had enough OCTANE Boost (plastic bottle) found at NAPA, Advance and O'Reil ... |
