				Linda, it sounds like the flap motor gears, get to  alitude and lower the flaps at about 80 mph or so and see if they gradully go up  from the air pressure against  the flaps.   Tex

  I agree, it sounds like a bad actuator.  Vibration and pressure are  letting it "back up"   May not do it at altitude because of the  reduced vibration of flight.
