Control surface balance

   I've got my wings on and hopefully the tail will go on this  
weekend.  I'm puzzled over the lack of information on the balancing  
of the control surfaces.  Other than the max/min deflection numbers  
and what I assume are the torque values  in the final assembly  
section  I found nothing that tells me how to determine if the  
flutter prone surfaces are properly balanced.   When I built my Long- 
EZ,  Burt Rutan was adamant  about how much each control surface  
should weigh and how to measure if it was in spec for balance.  This  
airplane is even faster and no mention of this subject.   Any help or  
illumination would be greatly appreciated.
