Very very strange. One person suggested that the cable sleeve might be
moving. That is a very good suggestion and easily could cause your
issue. You need to figure out a way to make ABSOLUTELY SURE that the
gov. lever is being moved all the way back to the stop IN FLIGHT! We
know it is on the deck, but you need to make sure it is doing it in the
AIR.
After that, I have one question.... Has the nose case been off this
engine anytime recently?

I am sure the tach gen is working fine, we checked it out. It is
obvious, through noise and feeling, that the prop isn't coming back like
it should be. I have also tried bringing the throttle back and no change
is noted till below 400mb. As far as the low pitch stop on the gov goes,
there is plenty of travel left on the prop lever and correspondingly on
the front of the governor before it hits the stops, it is just that
nothing is happening from midway through the prop lever/prop governor
movement all the way back to the stops, rpm stays at 80%. Weird part is
that everything works as it should on the ground run up, I see 100% and
I can bring the prop rpm back as needed. I just can't do it in flight.
