If you're building in a garage or other small space, I would recommend building
your wings before the fuselage. The finished fuselage will take up a lot of space.
The wings can be easily stored out of the way. 

Flaps and ailerons would be a good next step. 

This is just my humble opinion. Other folks may feel differently.
