I came across this article about a recent tragic small aircraft crash in El
Salvador where the owner of Pulsar Group Yaron Degani, was the pilot.

Is this where the moulds and anticipated production of the Pulsar III.are with?

Yes Yaron is/was the owner of Pulsar aircraft.

Yes he moved the production down to El Salvador including the old KIS
range, ( to reduce production costs ), I believe he lost interest in the
homebuilt side and tried to develop the larger KIS range for Police
surveillance use, I picked this up from a website which was in mainly
Spanish, the website closed because they did not pay the fees then it
reopened under .org for a while I haven't been able to find it lately.
Here is something on the KIS which they were presumably flying at the
time of the accident :-
Tri-R Technologies has sold the two KIS designs to Pulsar Aircraft
Corporation. Pulsar Aircraft Corp. previously rescued the Pulsar design
from the original company's bankruptcy. They then improved the design
and offered an new, larger version called the Super Pulsar 100. They
also keep the original legacy Pulsar design alive under the name of
Pulsar XP. The KIS designs are a natural step for Pulsar as they use the
same materials and factory part process as the two Pulsars. And they
were looking to expand their line with a four seater. Pulsar Aircraft
Corp. provides support for homebuilders who purchased their kits from
the previous companies.
