    If you are seeing effect on sealing tape, you have the beginnings of leakage, either from an old hose or from end plate seal. I change my hoses every 3-4 yrs as cheap insurance against deterioration. If that doesn't cure problem, then I'd pull wing away from fuselage and examine the end plate and associated fuel sender for seepage, possibly from end plate screws or sender screws. If plate seal is deteriorating and weeping at glass to plate joint, it needs to be removed and cleaned and resealed with polysulphide.
