I think the point was made clearly that he was unable to fly the airplane and use
the fuel valve at the same time.....kind of like someone recently posted here
about removing his shoulder belt before he could access his fuel valve....

1. fly the airplane.
2..Fly the airplane until you are on the ground.
3. Don't do anything that prevents you from flying the airplane
It is possible that had he not tried to change fuel cells with that over the
shoulder valve, and continued to fly the airplane he could have made a successful
engine out emergency landing.
