I'm connecting a Balkan radio to a PS Engineering audio panel thats looking for 510 ohms from radio. Anybody know the output impedance of the Russian radio?

Cecil,
Baklan radios have an audio frequency impedance matching device mounted under the back of the radio tray ... this comes in one of two standard configurations supporting either a 56 ohm or 1600 ohm output, usually the latter.
The difference is achieved through using different resistor, capacitor & transformer components ... so not easy for you to further adapt.
I've not got one to hand but there's probably an ID plate on it somewhere ... if the tag ends in;
... 5.032.019 it's 56 ohms
... 5.032.019-01 it's 1600 ohms
According to the manual the output amplifier was designed to directly drive up to 4 pairs of Russian TA56/TA56M headsets (available in 56 or 1600 ohm flavours).
