Hello Mark,
I would remove the old inboard flap hinge and replace it with a length of piano hinge just like the other two hinges. You may need to add plies just like is done for the other two hinges. This is actually stronger.
For the fuel tanks, one method to consider is to make or have made metal tanks. One method of this is to use tube tanks. A tube 5" dia by 9 feet long will be about 9 gallons. You can install one in front of the spar and one just behind for a total of 18 gal/side. These can be interconnected at both ends so they are in effect one tank. If you can find 0.065 wall then each tank will be about 11 lbs. Not a trivial amount of added weight but they will not leak and you can use auto fuel with alcohol. To install use a 5" hole saw and a very long extension.

Mark T and Scott,
Walmart also has them if you do not have a HF local. Another type you can get on ebay for about $13 to $30 has a USB connector and you need to plug into a computer or tablet (with master USB) for the display. I prefer the USB bore scopes due to the larger screen on the computer and the freedom of the long cable.

I bought the bore scope from HF and it is satisfactory for most purposes. It would work great for the tank inspections and worked OK for the inspection of my cylinder heads. The unit has a flexible neck and the camera head with light is just barely small enough to fit into the spark plug opening. The only problem I had was that it isn't as flexible as I would have liked and the focus isn't adjustable. The unit that my AP used last week was much smaller and more flexible with the capability to take and store photos. He works at Texas Air Salvage and uses his for accident investigation inspections so he spent a good deal more than $30 for it.
Considering how cheap they have gotten it seems like a worthwhile investment for all of us.

Hi Mark T,
Tip tanks could work. Slightly extended wing tips could also work. I have been thinking about adding these to my TR-1 due to the larger engine I am installing.
You can also get into the last bays via a hole in the last rib. This hole is easy to patch since it is not seen when done. This can be done on the last inboard or last outboard bay. I have done this in the past and used a 5" hole saw. It is not all that hard to work via a 5" access hole but it is a bit of a pain.
